This project is a turnkey contract for the Phase 1 works of the National Small Hydropower Development Programme, encompassing design, manufacturing, procurement, and installation. The project entailed the construction of seven new small hydropower plants, comprising a total of 12 bulb turbine-generator units and one vertical-axis Francis turbine-generator unit, with a combined installed capacity of approximately 16,605 kW. Six of the seven plants are situated along the Jiji Weir Hushan Reservoir and Jiji Weir South Bank Connecting Channel , while the seventh is located along the Shimen Grand Canal connecting pipe in Taoyuan, both harnessing the hydraulic head differentials of existing canal infrastructure across different water systems for power generation. Through precision electromechanical integration, a fully automated plant operation framework was implemented to ensure generation efficiency and stable system performance.

In support of the national green energy transition and net-zero carbon emission policies, this programme unlocks the added value of existing hydraulic infrastructure — utilising the flow and hydraulic head differentials of the Jiji Weir South Bank Connecting Channel and the Shimen Grand Canal to generate clean, domestically produced electricity without affecting downstream agricultural irrigation or industrial water supply. The project navigated significant challenges throughout its construction period, including the COVID-19 pandemic, labour shortages, restrictions on construction during water supply days, and adverse water conditions. As the Jiji Weir South Bank Canal allows only one continuous dewatering period of approximately 14 days per year for construction works, the project team was required to complete all canal modification works within this narrow window — a challenge that was successfully overcome, with all plants achieving commercial operation on schedule.

Project Highlights

The six hydropower plants constructed along the Jiji Weir South Bank Connecting Channel , together with the South Bank No. 2 unit delivered under Nan Dao Engineering's separate contract for the Hushan Reservoir and Jiji Weir South Bank Connecting Channel South Bank No. 2 Small Hydropower Project collectively enable a single body of water to generate electricity seven times along its course — achieving the goal of "one drop of water, seven rounds of generation." This represents the ultimate maximisation of water resource utilisation, extracting the full generation value from every drop of water along the canal. The achievement has been recognised with a sustainability award by the industry.
