This project constitutes a complete plant export of a Low-Level Radioactive Waste Inspection, Reconditioning & Repackaging System — at the time of completion, the world's first integrated waste reconditioning and repackaging system of its kind. Nan Dao Engineering was responsible for the overall system planning and radiation protection design, detailed engineering, manufacture of critical equipment, on-site installation, and system commissioning and testing. The completed system provides a fully automated waste classification, processing, and radiation-shielded repackaging production line, ensuring the integrity of waste containers and the safety of long-term storage.
The Lanyu Storage Site has served as Taiwan's centralised low-level radioactive waste storage facility since its establishment in 1982. Operations ceased in 1996 when full capacity was reached, with a total of 97,672 waste drums in storage — 86,380 from nuclear power plants and the remaining 11,292 from medical, agricultural, industrial, and academic research applications. Over time, a number of waste drums and their solidified contents have developed corrosion and physical deterioration, necessitating reconditioning and repackaging to comply with long-term storage safety requirements. Taiwan Power Company initiated the inspection and repackaging project, commissioning Nan Dao Engineering to plan and construct the complete plant system. The system processes waste drums of varying degrees of damage through a standardised classification workflow, representing a significant achievement in Taiwan's nuclear waste back-end management.
The system classifies waste drums into four categories based on the degree of deterioration, each with a corresponding treatment procedure: ・Intact Drums: Both the drum body and solidified content are in good condition. Following inspection, drums are returned directly to storage trenches. ・Rust-Removal & Repainting Drums: The drum surface exhibits corrosion or paint deterioration, but the solidified content remains intact. Drums are processed through the rust-removal and repainting system before being returned to storage. ・Mildly Damaged Drums: The drum body is severely corroded and beyond the scope of rust removal and repainting, but the solidified content remains structurally intact. Drums are placed inside a 3×4 hot-dip galvanised overpack container before being returned to storage. ・Fractured Solidification Drums: The solidified content has cracked or become powdered. Drums are processed through the crushing system, with additives introduced for re-solidification. The re-solidified material is then filled into new 55-gallon galvanised steel drums before being returned to storage. All processed waste drums are subject to radionuclide measurement and dose rate analysis, with complete records maintained and tracked through a materials accounting management system, ensuring full auditability of the status and disposition of every waste drum.
