Scope of Work

This project is a turnkey small hydropower development encompassing the Hushan Reservoir and Jiji Weir South Bank Connecting Channel South Bank No. 2 facility, co-contracted by Nan Dao Engineering and Yanwei Construction Engineering for design and construction. The project scope covers the integrated planning and construction of two power plants and three generating units — one horizontal-axis Francis turbine-generator unit installed at the Hushan site, and two bulb turbine-generator units installed at the South Bank No. 2 site — along with the planning, design, and construction of all hydraulic waterways, powerhouse structures, and mechanical and electrical equipment, as well as all inspection and testing works and the application for the Power Generation Business Licence. The South Bank No. 2 units represent the first bulb turbine installation among the seven Jiji Weir cooperative development sites to achieve commercial operation, marking a significant technical milestone.

Project Background

In support of the government's zero-carbon green energy policy, this project harnesses the hydraulic head differential of the existing Hushan Reservoir and Jiji Weir South Bank Connecting Channel water infrastructure to generate small-scale hydropower, converting energy that would otherwise be dissipated through pressure reduction into electricity — without affecting the original irrigation, domestic, and industrial water supply functions. The Hushan unit is the first project in Taiwan to generate power using domestic water supply flow, while the South Bank No. 2 unit is the first among the Jiji Weir cooperative development sites to achieve commercial operation.

Project Features

Site-Adaptive Turbine Selection: The Hushan Reservoir site is located within a reservoir protection zone where large-scale excavation is not permitted. A horizontal-axis Francis turbine was selected to suit the constrained footprint and stable water supply conditions. At the South Bank Connecting Canal, where annual flow varies significantly (10–60 CMS), bulb turbines — applied domestically for the first time — were selected for their ability to maintain high generation efficiency across a wide range of low-head, high-flow-variation conditions. Customised Water Supply Control System: The Hushan unit is equipped with a customised one-touch control system that integrates the turbine-generator with water supply valve interlocking control, maximising power generation output while maintaining stable domestic water supply. This represents Taiwan's first hydropower plant designed and built with domestic water supply as the primary operational consideration. Domestic Application of neoRiSe –Automated Flood Barrier: The South Bank No. 2 unit employs self-floating flood barrier gates that open and close automatically using only the buoyancy of water, requiring neither electrical power nor manual operation.
